SPECIAL PROGRAMME FOR THE WELFARE OF THE BLIND

The National Federation of The Blind
came into existence in the year 1970 with the philosophy "Let
the Blind Lead the Blind". The objective for which the Federation has been established; include to strive
for equality of opportunity for the Blind in the field of Education, Training and Employment etc. The Federation is serving the blind community through its various Welfare Programs by 51 branches/affiliates and units throughout the country. To get your nearest

It has total strength of membership of over 25000 and it is affiliated to “World Blind Union”.
The
National Federation of the Blind applied all constitutional and democratic
methods to ensure equality and full participation in the society for people with
disabilities particularly for people with visual impairment. However, when it
was felt that requisite awareness could not be created and issue of rights of
disabled could not figure on National Agenda, a crucial decision was taken in
early 1980 to work as a mass movement of the blind representing the interests of
all disability groups. It was in this background that on 16th of March, 1980

The Federation
is running the following projects for the Welfare of the blind in different states:

Braille Libraries
at Bahadurgarh (Haryana), Raibariely (U.P.) & Coimbatore (Tamilnadu):
Under this scheme we circulate Braille books to blind readers throughout the
country free of charge and currently have 26500 volumes of 1600 titles.

Computerized
Braille Press for Blind at Bahadurgarh (Haryana) & Trivendrum (Kerala):
Under this project we are providing Braille Books in Hindi & English and
regional languages to Students upto 12th Standard. Besides this monthly
Braille Magazines are also being published in Hindi & English.

School for the
sightless children at Kanpur (U.P.), Jammu (J&K), Pune (Maharashtra),
Kannur (Kerala), Bilaspur (Chattishgarh) & Mangalore (Karnataka):
Under this project free boarding, lodging and education is provided.

Hostel for College
Going Blind Students: Under this project, we are running hostels
for college going blind students at Bangalore and Mysore in Karnataka where
free boarding and lodging is provided to the inmates besides meeting their
other educational requirements.

National
Scholarship Scheme:- The Federation has launched a scholarship
scheme under which about thousand blind students from different states has
been awarded scholarship for pursuing their higher studies. The maximum
amount of scholarship is Rs. 1000/- per month per student.

National
Educational Loan scheme: Under this scheme, the federation is
giving interest free loans to the blind students for payment of their
tuition fees for B.Ed course since teaching is a major avenue for employment
for the blind.

Placement Service
for the Blind:Under this Project Placement Officers secure
employment for blind persons both in Govt. and Private Sector.

National Self –
Employment Loan Scheme:- Under this scheme, the federation gives
soft loans to the unemployed blind to enable them to earn their livelihood.

National Rural
Rehabilitation Project:- under this project, the federation
undertakes survey of blind person in rural areas, identify their needs and
facilitate benefits under various government schemes to them. Currently,
this project is being run in Baliya, Mau, Kanpur, Gorakhpur, Gonda, Deoria,
Gazipur and Varansi Uttar Pradesh and Vaishali in Bihar.

National Housing
Loan Scheme:- Under this scheme the federation gives housing loan
at very low rate of interest and on easy terms to the blind.

Orientation &
Mobility Service for Blind:- Under this project the federation
through its mobility instructor impart training to the blind children and
adult in independent mobility and daily living skills.

Recording
Libraries:- Federation is running Audio Recording Library at
Lucknow (U.P.) and Cuddapah (A.P.)

Training and
Rehabilitation Centre: Under
this project, Uneducated and less educated blind persons are provided with
gainful employment after imparting requisite training. Presently, such
centers are being run at New Delhi, Lucknow (U.P.), Calicut (Kerala) Trichy
and Coimbatore (Tamilnadu).

Other Activities:
The Federation organizes event such as musical Nights, Kavi Sammellans,
Cricket and Chess Tournaments etc. to promote the skills and art of talented
blind in respective fields with a view to create a social awareness about
the potential of the blind.
Population of visually impaired persons has been increasing which is evident from the
latest Census Report. Further, the availability of financial resources with the
Government is not compatible with the resources required for running programmes
and schemes for rehabilitation. Moreover, the Government of India has
categorically stated in the National Disability Policy that the Government will
not be able to provide financial support to any project beyond ten years.
Keeping all this in view and in order to fulfill its objectives and run various
welfare programmes, the Federation has been implementing a programme called “Special
Programme for Welfare of the Blind” to augment its financial
resources. This is a unique programme where one can devote his energy for social
work by soliciting donations for the Federation on one hand and on other hand,
earn his livelihood through incentives under the programme.
One may join this programme by donating an ID @ Rs.351
(NON-REFUNDABLE) OR a group of multiple ID's and get attractive incentives
against the donation solicited by him or by his team. Thus, while the donor
contributes towards the self-reliance of the blind individual through his/her
valuable contribution on one hand, he/she also earns incentives by soliciting
donations from others and by enrolling them in this programme.
This is to clarify here that Special Program for the Welfare of the Blind does not come under "The Prize Chits Fund Money Circulation Schemes (Banning) Act. 1978" since the federation is a charitable organization & it is exempted under section 11 of the said act.
The donation amount would be eligible for 50% tax concession under Section 80(G) of the Income Tax Act, 1961, visit www.nfbcontribution.com/it.htm. Additionally, following are the sources of incentives as a result of ones efforts for getting donations from others under the programmes:
After donating Rs.351/- the donor gets an entry in Round Table Active zone and
Passive zone. Following are the sources of incentives as a result of ones
efforts for getting donations from others under the programme:
1. Round table Active Zone incentive is Rs.135/-
2. Passive Zone incentive is Rs.40/-
3. Performance Bonus Rs.15/-
4. Service Provider incentive Rs.7/-
5. Reserve Fund Rs.20/- remaining Rs.134/- goes towards the NFB welfare and donors welfare.
1. ROUND TABLE ACTIVE ZONE:
A donor upon introducing any number of donor/donors will be eligible for getting incentives from the active zone. When this/these donor/donors also introduce
more donor/donors, they will also be eligible for the incentives from the Round Table active zone from 1 to 7th levels as follows:

2. PASSIVE ZONE :
The Passive zone is a single matrix of 3. One may receive maximum Rs.1200/- against one entry subject to fulfillment of other conditions and also on actual accrual basis from time to time depending upon the functioning and growth of the welfare programme.
The passive zone works as follows:
Every entry of Rs.351/- will fetch a Person an entry in round table active zone and Passive
zone. In the passive zone incentive and growth is based on universal pool
concept thus in this zone, any entry coming from any body also will be placed in
a uniform pattern in the matrix of 3 only.
1. In case of no reference under the programme, one will be entitled to get
maximum Rs.750/- of the passive zone incentive which will be paid to the donor on actual accrual basis from time to time depending upon the functioning and growth of the programme.
2. In case of one
reference under the programme maximum Rs.1200/- of the passive zone incentive
will be paid to the donor on actual accrual basis from time to time depending
upon the functioning and growth of the programme.
3. Incentive would
become payable from time to time depending upon the growth of the programme and
amount pooled up under respective zones.
4.Incentive will be
released when it crosses Rs.200/- from all sources.
Passive zone incentive will become payable depending on the respective steps on which the person
concerned would be at the relevant period.
SINCE INCENTIVE IN ALL ZONES INCLUDING ROUND TABLE ACTIVE ZONE AND PASSIVE ZONE WILL
BE PAID UNDER THE PROGRAMME OUT OF THE DONATIONS SOLICITED BY THE SOCIAL WORKERS
FROM OTHERS.
Every donor under the programme is required to donate a sum of Rs. 351/- as re-entry on receipt of
every Rs.3500/- incentive from all sources (Passive Zone+ Round table Active
Zone+ Performance Bonus+ Service Provider+ Service centre). The social workers,
will however be given an ID No. against each of such re-entry donations. A
direct leg will be create and all future re-entry will be placed under that Leg,
and also will be entitle to claim exemption under Section 80-G of Income Tax Act
in respect of each such donation.
3. PERFORMANCE BONUS:
If any donor takes
minimum 10 donations (ID's) in his/her name and brings 30 donations (ID's) under
their ID within 30 days will be eligible for performance bonus incentive.
Rs.15/- will be set-aside from every entry in the particular pay out and will be
distributed equally in such donors. One will be eligible for this incentive for
one time only.
4. SERVICE PROVIDER INCENTIVE:
If any donor takes minimum 15 donations (ID's) in his /her name and brings 45 donations (ID's) in
1st Level under their 15 donations and 135 donations in 2nd Level under 45
donations within 60 days will be eligible to get service provider incentive and
he/she proves his/her service to developing this programme he/she will be
eligible for service provider incentive.
5. RESRERVE FUND:
Rs.20/- will be set-aside from each donation for reserve fund (security fund). Those who have
not received any passive will get some part of passive zone incentive from this
fund. When the donor gets their passive in the usual queue, this amount will be
deducted.
